Help- I need teeny bamboo/hemp offcuts!

My stud cat has just started to spray so I need to make him some stud pants (think AIO with a tail hole!) for when he's out and about in the house so he doesn't spray everywhere and also to stop him doing rude things to my females when he's with them as I'm not wanting any litters of kittens at the moment!!
I've got the fabric, the elastic and the sew on poppers I therefore now just need to try and get hold of some rather small offcuts of bamboo/hemp or similar slim absorbant material for the wet zone and was wondering if anyone knows anywhere online that sells offcuts? The maximum size I'd need is 3inches x 4-5inches.
