We had the same problem with ds1. Fortunately he trained at about 22 months, but he had outgrown all his nappies by then and I was starting to worry! We were using Sandys toddlease, which were still a bit low in the rise but comfy on the poppers, and stacinator so simple wraps (very good in rise) in toddler size - both of which pull up and down and were good for training. At nighttime we used mostly HH pockets. The XL size is very good on the rise, but L also fitted OK. HH training pants were too tight around the thighs. L minki pockets also fitted just about, we never got on with the yoyo.
At least poo is quite solid by this stage, so builders bum is less of a problem!
