How to form a nappy network ?

I run a n (new) nappy libary & the council provides lots of the nappies but I keep hearing that I should be "on the map" or "form a network"

I am a advisor for the devon real nappy project so I dont see
That I would have to do that ?!!

Would it be of benifit ? Would we be on "the map" anyway as its through the council ?
Can someone explain it to me please ?
