Hrmm that's what I think. I hate doing this :(

If it's not as described, do I have to fund the return postage? The policy on the site says:

Returns & Replacements
If for any reason you would like to return an item, we will be happy to offer our customers a refund. Items must be returned within 14 days to the address as on invoice with your full name, address, telephone number and your order number..

Would I be best to go contact the site directly or do something through paypal?

Contact the site first, give them the opportunity to fix it first. I know many fabric places will say they won't accept returns on cut fabric, particularly if they offer samples, but they are in the wrong by not describing it properly, FC it's not too much hassle to sort out!

distance selling regulations.. ;) You do not have to pay the return postage on something that has been sold incorrectly.
